A broken or worn drive belt is generally the cause of a drum that is failing to turn when the motor is functional. Attempting to turn the drum by hand will establish whether the belt is in good condition - if the drum is difficult to turn then the belt is working, but if the drum turns with little resistance the belt needs to be replaced.
